Understanding ODP Rates
Provider organizations like InVision rely on the Pennsylvania Department of Human Service’s Office of Developmental Programs (ODP) to set “rates” that determine the amount of funds available for all services, supports, and wages, according to Gary Blumenthal, InVision’s vice president of government relations and advocacy. These rates are based on market data that’s supposed to be updated every three years. The data was last updated in 2015. Since the state regulation demanding the revision of market data for rate determination was adopted three years ago, the data should be updated this year.
